AB 128 prohibits the Group Insurance Board (GIB) from contracting for or providing abortion services, except in the case of a medical emergency, a serious health-risk to the pregnant patient, or in cases of sexual assault or incest.
Currently, the Group Insurance Board offers health insurance coverage to eligible employees under the Wisconsin Retirement System, which include all state employees and state annuitants and may also include local government employees.
The bill prohibits the GIB from entering into, extending, modifying, or renewing any contract for a group insurance plan or provide a group insurance plan or other benefit on a self-insured basis that provides coverage or services for an abortion.
