HCR 56 is a concurrent resolution urging the United States Congress to pass the “Born-Alive Abortion Survivors Protection Act.”
The resolution falsely claims the following:
WHEREAS, since the beginning of time only societies of the most barbaric and cruel nature have condoned the willful slaughter of their own children; and
WHEREAS, the recent passage by the State of New York of the Reproductive Health Act (S2796) cruelly infringes on the unalienable Rights of the citizens of New York, both born and unborn, by legalizing infanticide; and
WHEREAS, the recent statements by the Governor of Virginia condoning infanticide would be considered heinous and evil in any civilized society.
The federal “Born-Alive Abortion Survivors Protection Act” would impose criminal penalties on an individual who fails to provide medical care to an infant born alive during an abortion procedure, or who intentionally kills or attempts to kill an infant who survives an attempted abortion.
