SB 710 would prohibit a physician from performing an abortion on a pregnant patient if, prior to the procedure, the presence of an embryonic or fetal heartbeat is detected. This would effectively ban abortions as early as six weeks.

Prior to the performance of an abortion where the pregnancy is at least six weeks, the abortion provider who is to perform or induce the abortion or an agent of the abortion provider would be required to determine if the embryonic or fetal heartbeat of the “unborn child” is audible.

If a heartbeat is audible, an abortion would be prohibited. The bill does not allow exceptions for cases of rape or incest.
