HB 2068 would prohibit a person from donating or making an anatomical gift of fetal organs or tissue resulting from an abortion to any person or entity for research. Specifically, the bill would ban aborted fetal tissue from being donated for “medical, scientific, experimental, therapeutic, or any other use.”
Any person violating this provision would be guilty of a Class C felony, punishable by up to seven years in prison) and may face a fine by the court in an amount not less than twice the amount of any valuable consideration received.
STATUS
Three other bills (HB 2069, HB 2070, and HB 2071) related to fetal tissue were introduced by Rep. Diane Franklin in response to the heavily edited and discredited videos produced by the Center for Medical Progress in the summer of 2015.
