Mississippi ‘Right to Life’ Constitutional Amendment Proposal (HCR 34)

House Concurrent Resolution 34 proposes to amend the state constitution to provide right to life protections to embryos and fetuses.
The proposed amendment would read as follows:
To provide equal protection for the right to life of each born and unborn human person, the right to life is vested in each human being. Nothing in this section shall be construed to require the prosecution of any woman for the death of her unborn child, a prohibition on in vitro fertilization, or a prohibition on in vitro fertilization, or a prohibition on the use of birth control or other contraception.
The amendment defines the terms “human being” and “human person” to mean each member of the species homo sapiens at all stages of life, including the moment of fertilization or cloning, or other moment at which an individual comes into being.
If passed, the amendment would be presented to the voters of Mississippi at the next election to be held in November 2019.
The amendment would effectively ban abortion.
