HCR 94 is a concurrent resolution petitioning Congress to propose an Equal Rights Amendment to the U.S. Constitution that is neutral on the issue of abortion rights.
The resolution claims:
[…]in the aftermath of the 1973 decision of the Supreme Court of the United States in Roe v. Wade, the momentum of support for the Equal Rights Amendment began to decline under the assertion that the amendment would protect a woman’s right to a state-funded abortion.
In order to avoid expansion of abortion rights, the resolution petitions Congress to include the following clause in a new ERA:
“Nothing in this Article shall be construed to grant, secure, or deny any right relating to abortion or the funding thereof.”
