HB 5216 would have prohibited abortions performed on minors unless the parents have been notified beforehand. HB 5216 prohibited medical providers from performing an abortion upon an unemancipated minor under eighteen years of age, unless the provider had given at least 48 hours of actual notice of the intent to perform the abortion to at least one parent or guardian of the minor.
