Patty Skuster, JD, MPP, is a senior legal advisor for technical innovation and evidence at Ipas, where she conducts research and provides strategic guidance to the organization on legal and human rights innovations in abortion. Since joining Ipas in 2005, Patty promoted human rights in abortion law and policy through training and resource development for policymakers and the legal sector; developed legal standards at global and regional human rights bodies; and led Ipas’s work on U.S. foreign policy. Prior to joining Ipas, Patty has worked for U.S. Senator Barbara Boxer, the Center for Reproductive Rights and PAI, and has conducted fact-finding in Africa and Asia on a previous iteration of the Global Gag Rule.
