Full Bill Text
HB 70 would amend the definition of “viability” to include the ability to feel pain. The bill does not indicate at which point in gestation a fetus might be able to feel pain.
With this change, abortions in Wyoming could be prohibited at as early as 20 weeks gestation, unless it was medically necessary to save the life of the mother.
Fetal Tissue Research
This bill would prohibit the sale, transfer, or distribution of “any tissue or cells from an aborted child” for the purpose of experimentation. A person who violates this would be guilty of a felony punishable by a fine of at least $10,000 and imprisonment from one to fourteen years. Any person consenting, aiding or abetting such an activity would face the same punishment.
