H.R. 3495 would amend title XIX (Medicaid) of the Social Security Act to allow a state to exclude from participation in the state’s Medicaid program a provider that performs an abortion, unless the pregnancy is the result of rape or incest; or the pregnant individual suffers from a physical issue that would place them in danger of death unless an abortion is performed.
