SB 20 would prohibit all qualified health plans offered through an exchange established in the state from including elective abortion coverage.
Elective abortion exceptions would be provided for certain pregnancies that threaten the life of the pregnant patient or result from rape or incest. In cases of rape or incest, the victim would be required to have reported the incident to law enforcement prior to the abortion.
The bill provides that an individual may purchase optional supplemental coverage for elective abortions for which there is paid a separate premium in the health insurance market outside of the exchange.
