HB 1259 would give constitutional rights to fertilized eggs, embryos, fetuses, and clones. It would ban abortion, birth control pills, IUDs, and emergency contraception. In addition, it would eliminate certain medical choices for women, including some cancer treatments and in vitro fertilization, and would lead to the investigation and prosecution of women who miscarry to determine if their own actions caused the death of the fetus.
This bill states that “the right to life guaranteed by Article I, section 3 of the state Constitution is vested in each human being,” and defines “human being” as beginning at the “moment of fertilization, cloning, and other moment at which an individual member of the human species comes into being.”
