Washington Life at Conception Act (HB 1687)

HB 1687 declares that life begins at conception and seeks to bestow constitutional rights to life to “human beings” at all stages of life. Under HB 1687, “human being” and “human person” include beings at all stages of life including, but not limited to, “the moment of fertilization, cloning, and other moment at which an individual member of the human species comes into being.”
Reintroduced and retained in present status on April 29, 2015 which means it will be live in the next legislative session.
