HB 2451 would have prohibited licensed health care providers from performing sexual orientation change efforts on minors. Health care providers would have been able to discuss sexual change efforts with patients under 18 as long as the discussions did not constitute the performance of sexual change efforts.
“Sexual change efforts” include “efforts to change behaviors or gender expressions, or to eliminate or reduce sexual or romantic attractions of feelings towards individuals of the same sex.”
