Full Bill Text
HB 18 would have required health insurers that offer policies including coverage for FDA-approved contraception methods, sterilization procedures, and abortifacient drugs or devices to also offer identical policies that do not include such coverage.
The bill also would have permitted self-insured employers to refuse to include coverage for contraception methods, sterilization procedures, and abortifacient drugs or devices.
The bill applies to all insurers offering policies through a health benefit exchange required or authorized by the Patient Protection and Affordable Care Act.
The bill contains legislative findings regarding Virginia citizens’ right to religious freedom and the failure of Congress and the U.S. Supreme Court to protect Virginians’ right of conscience.
