HB 431 would provide that the designation of sex on a birth certificate may only be changed pursuant to an order of a court of competent jurisdiction indicating that the initial designation of sex was incorrect due to a typographical error.
If passed, the bill would discriminate against transgender people by not allowing them alter their birth certificate, even after gender-altering procedures. It would also prevent transgender people from having consistent gender markers on all their legal documents.
