HJR 123 would propose a state constitutional amendment in order to guarantee the right to life of “unborn children” and prohibit abortion to the fullest extent possible.
The amendment would define “citizen of this State” to include:
“[…]each member of the species homo sapiens at all stages of life, including the moment of fertilization, or other moment at which an individual member of the human species comes into being.”
The amendment would guarantee the right to life to “each human being, born and unborn.”
The amendment would prohibit abortion in Texas, to the fullest extent possible.
The amendment would not require the prosecution of any individual for the death of their “unborn child,” a prohibition on in vitro fertilization, or a prohibition on use of birth control or another means of preventing fertilization.
