Full Bill Text
HB 2858 would amend current law regarding abortion facilities and offenses associated with human trafficking and coerced abortion.
TRAP
The bill would require abortion facilities to display a sign in each patient admission area, waiting room, restroom, and patient consulting room, which reads:
WARNING: Obtaining forced labor or services is a crime under Texas law. If you or someone you know is a victim of such a crime, you are encouraged to call the national human trafficking hotline at 1-888-373-7888. You may remain anonymous.
Human Trafficking Offenses
The bill would amend the Texas penal code regarding human trafficking offenses to make it a felony of the first degree if an “unborn child” of a person who is trafficked, dies.
Coerced Abortion
The bill would amend the penal code regarding assault to make it a felony of the second degree if a person intentionally or knowingly uses force or the threat of force to compel an individual to receive an abortion.
