S 648 would prohibit a person from buying, selling, donating, or obtaining fetal tissue obtained from an abortion for the purpose of research or experimentation.
The bill would prohibit a person from conducting research upon or experiment upon the remains of a child or fetus resulting from an abortion. This would not apply to autopsies performed according to the law.
The bill would prohibit a person from performing or offering to perform an abortion for which all or part of the justification or reason is that the fetus or any part of the fetus may be used for research, experimentation, or transplantation.
A person who violates this provision would be guilty of a felony and face up to five years in prison.
