Full Bill Text
H 5447 adds as criminal offenses in Rhode Island, the following: (1) murder of an “unborn child”; (2) voluntary manslaughter of an “unborn child”; (3) involuntary manslaughter of an “unborn child”; (4) battery of an “unborn child”; and (5) assault of an “unborn child.”
The bill defines “unborn child” to mean “the unborn offspring of a human being conceived, but not yet completely born.”
The bill states that legal abortion is an exception.
STATUS
Similar to H 5104 (2013), H 7052 (2014), H 5052 (2015), and S 2218/H 7206 (2016), all of which failed to pass.
