H 7403 would prohibit health plan coverage purchased in whole or in part with any state or federal funds through the Rhode Island health benefits exchange from providing coverage for induced abortions, unless it was to safe the life of the mother or if the pregnancy was a result of rape or incest.
If an insurer wants to provide coverage for induced abortions, they would need to offer it through an optional rider, with a separate premium for induced abortions, provided that coverage is not purchased with any state or federal funds.
Status
Similar to H 8045, which failed to pass in 2014.
