HB 742 would have prohibited insurance carriers from offering coverage for abortions in the health insurance exchanges set up under the Affordable Care Act unless the reason the abortion is performed is one for which public funds would be permitted under 18 Pa. Cons. Stat. § 3215(c) (i.e., to avert death of the pregnant woman, or if the pregnancy resulted from rape or incest, and the rape or incest was reported to law enforcement).
The bill would not have forbidden purchasing coverage for abortions outside the health insurance exchange and paying a separate premium for it.
STATUS
This bill didn’t make it out of committee, but HB 818, which contains identical provisions, was signed into law by Gov. Tom Corbett on June 17, 2013.
