Full Bill Text
HB 4059 would require the Oregon Health Authority to establish a grant program for purpose of making grants to entities that provide services related to encouraging and assisting pregnant women in carrying their pregnancy to term. The bill would create the Pregnant Women’s Assistance Fund to continuously appropriate money in fund for the purpose of making grants.
To be eligible for the grant, an entity would not be able to use grant money to encourage or assist a pregnant patient in having an abortion unless the abortion is necessary to avoid impairment of a pregnant patient’s major bodily functions.
The bill specifies that the state may reimburse abortions as part of the state’s medical assistance program only if the abortion is necessary to avoid impairment of a pregnant patient’s major bodily functions or if the pregnancy is result of rape or incest.
