HB 1025 would criminalize “non-therapeutic research which destroys a human embryo or subjects a human embryo to substantial risk of injury or death.” The bill excludes in vitro fertilization from the definition of “non-therapeutic research” and therefore would allow in vitro fertilization and embryo transfers.
According to RESOLVE, the bill might still prohibit certain IVF processes such as cryopreservation, thus preventing doctors from offering IVF treatment to patients.
STATUS
This bill died in the House Public Health Committee. An identical bill, HB 2070, also died in committee.
