SJR 31 proposed a ballot initiative that would amend the Oklahoma Constitution to prohibit penalties or discrimination against any person or entity that refuses health insurance coverage for abortion, contraception, or sterilization in a health plan if those procedures or items are contrary to the religious beliefs or moral convictions of the person or entity.
