HB 280 would repeal the following abortion restrictions passed in Ohio’s budget bill, HB 59:
- Prohibition on providing funding to rape crisis centers that provide abortion counseling or referrals;
- The fetal heartbeat detection requirements;
- Requirement that ambulatory surgical centers maintain an infection control program to be directed by a qualified professional trained in infection control; and
- The establishment of priority lists for the distribution of public funds (including federal funds) used for family planning services which virtually ensures the defunding of Planned Parenthood but which exempt CPCs allowing them to remain fully funded.
