HB 294 would require the Department of Health to ensure that no state funds (specifically funds allocated through the Violence Against Women Act, the Breast and Cervical Cancer Mortality Prevention Act, the infertility prevention project, the minority HIV/AIDS initiative, the personal responsibility education program, and infant mortality reduction or infant vitality initiatives) are used to perform or promote elective abortions, contract with any entity that performs or promotes elective abortions, or become or continue to be an affiliate of any entity that performs or promotes elective abortions.

Signed into law by Gov. John Kasich (R) on February 21, 2016.
Judge Michael R. Barrett of the U.S. District Court of the Southern District of Ohio granted a permanent injunction on the law on August 12, 2016.
