HB 163 would grant equal protection rights to the “preborn” human person and declare that the right to life is vested in each human being.
The bill would define human being or human person to mean:
“Includes each member of the species homo sapiens at all stages if life, including the moment of fertilization or cloning, or any other moment at which an individual member of the human species comes into being.”
The bill provides that the law should not be construed to:
- Require the prosecution of any individual for the death of their “unborn child”;
- Prohibit IVF; or
- Prohibit the use of birth control.
If passed, the law would take effect on October 1, 2017.
