HB 142 is an attempt to repeal HB 2, North Carolina’s discriminatory law which restricts transgender individuals from using public accommodations in accordance with their gender identity.
The law prohibits state agencies from regulating access to multiple occupancy restrooms, showers, or changing facilities except in accordance with an act of the General Assembly.
While HB 142 partially repeals HB 2, the law still prohibits local municipalities from passing their own nondiscrimination ordinances related to private employment practices or regulating public accommodations through 2020.
North Carolina currently lacks state nondiscrimination laws protecting the LGBTQ community. This law prevents local cities and counties from enacting their own protections, thus allowing private employers and businesses to discriminate due to a person’s sexual orientation or gender identity.

Technically repeals HB 2.
Similar to SB 474, which would repeal HB 2 and extend protections to the the LGBTQ community, unless such requirements conflict with a religious belief.
