LB 768 would provide for the issuance of Choose Life license plates. In addition to all other fees required for registration under the Motor Vehicle Registration Act, each application for initial issuance or renewal of a standard alphanumeric Choose Life Plate would be accompanied by a $5 fee. The five dollars would then be credited to the Choose Life Pregnancy and Adoption Fund.
In addition to all other fees required, each application for initial issuance or renewal of personalized message Choose Life Plates would be accompanied by a $40 fee. The State Treasurer would credit twenty-fice percent of the fee to the Motor Vehicles Cash Fund and seventy-five percent to the Choose Life Pregnancy and Adoption Fund.
The bill creates the Choose Life Pregnancy and Adoption Fund. The fund would be administered by the Department of Health and Human Services and be used to provide grants to eligible organizations for counseling, training, pregnancy testing, or other material needs of pregnant women who are considering placing their children for adoption, including the provision of clothing, housing, prenatal care, food, utilities, and transportation.
To be considered eligible, an organization may not provide abortions or abortion-related services or make referrals to abortion providers. An organization may not also be affiliated (or contract) with an organization that provides abortions or abortion-related services or makes referrals to abortion providers.
Typically, eligible organizations include crisis pregnancy centers.
