Missouri ‘Right to Due Process Act’ (HB 671)
This law was last updated on Jun 13, 2019
HB 671 states that life begins at fertilization and would grant constitutional rights to fertilized eggs, embryos, and fetuses.
The bill would amend state law to define everything from the moment of fertilization—including the human conceptus, zygote, morula, blastocyst, embryo, and fetus—as “child in a woman’s womb.”
The bill would require state law to be interpreted and construed to acknowledge on behalf of the “child in a woman’s womb” at every stage of development all the rights, privileges, and immunities available to other persons, citizens, and residents of the state, regardless of federal law.
The bill would direct state law enforcement officers, officers of the court, and any licensed or state regulated entities to enforce the state’s constitutional due process laws on behalf of all persons, including “children in women’s wombs.”
