Missouri Right to Life Act (HB 709)

HB 709 states that personhood begins at conception and “unborn children” are people.
The bill would repeal statutory provisions acknowledging the preemption of state law by the Constitution of the United States and decisions of the United States Supreme Court.
The bill would require law enforcement officers, officers of the court, and any licensed or state regulated entities in Missouri to affirmatively enforce Article I, Section 10 of the Constitution of Missouri, which specifies that no person must be deprived of life, liberty, or property, without due process of law.
Similar to HB 1794, the “All Lives Matter Act,” which failed to pass in 2016.
