HJR 98 is a House Joint Resolution urging the United States Congress to amend the Constitution to include “unborn offspring at every stage of their biological development” when defining the word “person.”
The resolution also calls for an amendment making it clear that the constitution does not secure or protect the right to have an abortion, and that states have the right to amend, enact, or repeal statutes regarding abortion.
