HB 780 would allow any person authorized to solemnize marriages in Missouri to refuse to solemnize a marriage if doing so would be contrary to their religious beliefs or sincerely held moral convictions.
If passed, religious organizations and members of clergy (who are already protected by the First Amendment), judges and government officials may refuse to marry same-sex couples.
