HB 2040 would grant members of religious organizations and churches the right not to participate in any marriage ceremony or event in violation of their sincere religious beliefs.
The bill would prohibit any civil or criminal action against a religious organization or church refusing to conduct a marriage or related event. The bill would also prohibit any tax penalty or prohibition on government grants or contract from being imposed for refusing to conduct such marriages or hold related events.
The First Amendment already covers the right of religious organizations to refuse to perform marriages that conflict with their religious beliefs.

Similar to HB 2000 and HB 2730.
