HB 2206 would have amended Missouri’s informed consent law (Mo. Rev. Stat. § 188.027) so that it prohibited abortion unless the father of the unborn child provided written, notarized consent, except in cases where the woman upon whom the abortion is to be performed or induced was the victim of rape or incest and the pregnancy resulted from such rape or incest. If the father was deceased, the woman seeking abortion would have been required to provide a notarized affidavit stating so.
