HB 2127 would prohibit a person from knowingly transporting a minor across a state line with the intent to obtain an abortion without the consent of the minor’s parent or guardian unless the minor is emancipated or has been granted a court order.

Any person who violates this provision would be guilty of a class D felony until December 31, 2016, or a class E felony beginning January 1, 2017. They would also be civilly liable to the minor and the person or persons required to give consent to an abortion.

Any adult who engages in or consents to another person engaging in a sex act with a minor which results in the minor’s pregnancy would not be awarded damages under this provision.
