HB 989 would prohibit local governments from having the power or authority to hear complaints of any acts or omissions that are declared by a municipality to be a violation of a right to obtain an abortion, perform an abortion, or prescribe or dispense one or more pharmaceuticals to cause an abortion or a violation of the right to any reproductive health-care decision.
The bill would prohibit a local commission from having the power or authority to provide advice, make recommendations, conduct programs, or coordinate efforts of public and private persons that have the aim or effect of encouraging, promoting, or facilitating abortions.
The bill would prohibit cities or towns from having the power or authority to declare or establish itself as a sanctuary for abortions, for any right to obtain or perform abortions, or for any right to prescribe or dispense pharmaceuticals to cause abortions.
Related to HCR 21/SCR 10, which urge the city of St. Louis to disregard a bill that adds pregnancy status and reproductive health decisions as protected classes to certain antidiscrimination ordinances for the city of St. Louis.
