HB 2011 is a budget bill which includes a ban on federal funding to health clinics that provide abortion services.
The bill prohibits Missouri’s Department of Social Services, which administers Medicaid in the state, from expending funds on any program that performs abortions or that counsels pregnant people to have an abortion other than the exceptions required by federal law.
Crisis Pregnancy Centers
For the purpose of funding alternatives to abortion services, the bill would allocate $2,033,561 from the General Revenue Fund, and $4,300,000 from the Temporary Assistance for Needy Families (TANF) fund.
The bill would allocate an additional $75,000 from the General Revenue fund for the alternatives to abortion public awareness program.

Passed the house on March 29, 2018, by a 110-36 vote.
Passed the senate, with amendments, on April 25, by a 27-6 vote.
Adopted by the house and senate on May 9, 2018.
Signed and partially vetoed by Gov. Mike Parson on June 29, 2018. The cuts in funding for Planned Parenthood were kept in the budget, as was the allocated funding for CPCs.
