Mississippi Protection of the Human Person Act (HB 819)

HB 819 would define “person” to mean “any living human being at any stage of development; and when appropriate, an “organization.” The bill would criminalize abortion, including medication abortion. The bill would also restrict assisted suicide, ban cloning and animal-human hybrids, and limit the number of embryos implanted at the time of transfer as well as prohibit the destruction of embryos.
The bill specifically would not prohibit the sale, use, or prescription of contraception. The bill states that “[o]nly birth control that can be clinically proven to kill a person shall be affected by this section” and that the state department of health will provide a list of birth control products along with their “clinically proven effects upon women and preborn human beings at every stage of his or her development.”
