HCR 14 would have amended the Mississippi constitution to give constitutional rights to fertilized eggs, embryos, and fetuses. The bill would have banned abortion, birth control pills, IUDs, and emergency contraception. The bill includes an exception for certain activities: in vitro fertilization, medical treatment intended to preserve the life of the mother, and miscarriages.
HCR 14 proposed an amendment to the Mississippi Constitution that would “provide that the right to life is the paramount and most fundamental right of a person; to provide that the word ‘person’ applies to all human beings from conception to natural death.”
STATUS
This bill died in the House Constitution Committee.
