HF 3168 would have amended current legislation regarding programs to prevent and reduce sexually transmitted infections and  diseases to instead be referred to as programs to “promote healthy relationships and sexual development.”

The bill would have removed the requirement in current legislation to include curriculum “that includes helping students to abstain from sexual activity until marriage.”

The new curriculum would have been required to include:

  • communication and decision-making
  • engagement of family and other community resources
  • understanding of sexual health in the context of values
  • relationships and diversity such as differences in race, gender, ethnicity, culture, and sexual orientation
  • appropriate accommodation of alternative learning asked on differences (language, disability, etc.)

Policies would have been required to allow for parental or guardian notification and opportunity to review curriculum.
