Full Bill Text
HF 2865 would modify appropriations to the University of Minnesota for the year 2017 to grant $1,000,000 to establish a fetal tissue research center.
The purpose of the center must be to provide oversight of all research activities at the university that require the use of fetal tissue; to ensure compliance with applicable laws and policies governing the ethical acquisition, sale, handling, and disposal of fetal tissue; and to act as a central purchaser of fetal tissue for research activities.
The research center would only be able to purchase fetal tissue obtained from a miscarriage or other similar involuntary medical condition that prevented a live birth.
Legislative Findings
The bill also claims that the University of Minnesota disposed of aborted fetuses in a manner inconsistent the Minnesota law (145.1621).
