Full Bill Text
SB 164 would require the Michigan Department of Health and Human Services to license abortion clinics as freestanding outpatient surgical facilities.
Under this law, facilities that perform at least 120 surgical abortions per year would not be able to continue to perform surgical abortions until they have obtained a license from the department.
A person who violates this provision may be ordered to pay a civil fine of up to $545. Any violation may be prosecuted by the attorney general.
Clinic Inspection Fund
The bill would create the Clinic Inspection Fund within the state treasury. The health department would be able to expend money from the fund to conduct investigations or inspections of facilities that are required to be licensed as a freestanding surgical outpatient facility.
