HB 4161 would have banned the allocation of state funds through grants or contracts to entities that (1) perform abortions; (2) allow the performance of abortions in a facility owned or operated by the entity; (3) refer a pregnant woman to an abortion provider; (4) or adopt or maintain a written policy that abortion is considered part of family planning or reproductive health services.
Existing Michigan law establishes a funding formula the distribution of state and federal funds for family planning or reproductive services in order to direct funds away from entities that participate in abortion services.
