LD 1312 would require all outpatient surgical abortion facilities to be licensed by the Department of Health and Human Services.  A person seeking a license to operate a surgical abortion facility would need to file an application and pay initial licensing and renewal fees.  Once a license is issued it would be valid for up to two years.

The Department would need to adopt rules governing the licensing of such facilities and may adopt rules establishing reasonable operational and safety standards for the facilities.  Inspections of abortion facilities would be required to verify compliance.
