Kentucky Bill Relating to the Delegation of Authority Over Children (HB 420)

HB 420 would allow a parent or custodian of a child to delegate powers concerning the care and custody of the child to an attorney-in-fact for one year, with an exception for active duty service parents.
The bill would have refused the attorney-in-fact the power to consent to any of the following:
- marriage of the child;
- performance of inducement of an abortion on or for the child; or
- termination of parental rights to the child.
The bill was signed into law by Gov. Bevin (R) on April 13, 2016.
