HB 163 would have amended existing abortion restrictions (KRS § 311.750) to prohibit a physician from prescribing or administering medication to induce abortion prior to a physical examination of the patient. The penalty for a physician failing to perform an exam prior to providing medication would have been a Class D Felony.
