HB 1244 would have provided for the issuance of Choose Life license plates. The bill states that in addition to normal registration fees, an applicant for the special plate would be charged a fee of $25 at the initial issuance and $25 at renewal. $15 of the initial issuance fee and $2 of the renewal fee would have been deposited into the Secretary of State Special License Plate Fund. $10 of the initial issuance fee and $23 of the renewal fee would have been deposited in the Choose Life Fund, a special fund in the State Treasury.

All money in the Choose Life Fund would have been distributed to all applying non-governmental, not-for-profit agencies whose services include counseling and meeting the material needs of pregnant women who are planning to place their children for adoption. The bill states that applying organizations may not be involved in or associated with any abortion-related activities or counseling.
