S 1115 prohibits a qualified health plan offered through an exchange created pursuant to the Affordable Care Act from offering abortion coverage unless a physician recommends that an abortion is necessary to save the life of the mother or if the pregnancy is a result of rape or incest.
The bill also prohibits public funds from being used to pay for abortions unless it is the recommendation of two consulting physicians that an abortion is necessary to save the life of the mother or the pregnancy is a result of rape or incest.

Signed into law by Gov. Otter on April 1, 2011. Went into effect on July 1, 2011.
